Policy Debate Question?
Okay, so I'm a novice debater in high school. I choose to do nuclear energy and am supposed to make a plan for homework. My plan is, 'The United States Federal Government will substantially increase alternative energy incentives in the United States by...' I was thinking of saying by giving block grants to the states but that's what my friend is doing and i would be copying him. He says he doesn't mind but I still want to do my own thing. Any ideas as to what plan I should use. It needs to be pretty basic and simple. Thanks!
